The Community Development Department
The Community Development Department has a staff of 60 FTEs with an annual operating budget of approximately $9 million. The department is comprised of five major service areas: Planning and Zoning; Development Services; Building Safety; Business Operation; and Code Enforcement.

Top Priorities:
The new Community Development (CD) Director will need to hit the ground running and be responsible for completing several high-priority projects that are currently underway. These initiatives include:
- Developing and implementing the City’s new Desert Rural Zoning District and Battery Energy Storage System (BESS) ordinances to modernize and enhance the Surprise Unified Development Code
- Implementing a new community development software system to track all phases of the entitlement process, including planning, construction review and permitting, development agreements, and code enforcement
- Working closely with the City Council, City Manager’s Office, and all departments to forecast citywide growth and ensure that new development provides the infrastructure needed to support future growth without adversely impacting existing development
The Ideal Candidate
The ideal candidate is a confident, service oriented development leader that will provide the Community Development team with the support, structure, and direction needed to meet the fast paced needs of the City of Surprise. The CD Director must be personable and able to forge key relationships with a variety of public agencies, civic leaders, regional stakeholders, and the business community. A strong candidate will possess a strong background in Current and Long Range Planning; Land Development; the Construction Process; Building Codes; Construction Plan Review and Inspections; and Code Enforcement.

- Effectively lead multiple projects, empowering team members to achieve highest level of service
- Experience working with Councils, Commissions, Boards and Committees

Education and Experience
Candidates for the Community Development Director will possess a Bachelor’s degree in Planning, Urban Management, Engineering, Real Estate Development or a related field; and five years of progressively responsible management experience directly related to the area assigned; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Compensation and Benefits
The hiring salary range for the Community Development Director position is $152,782.76 – $229,174.14. Appointment within the range will depend on the qualifications and experience of the successful candidate.
