Hiring a Program Launch Manager

DYCD COMPASS & SONYC Programs

About the Role: The Program Launch Manager will lead the setup, launch, and early-stage operations of Project New Yorker's DYCD programs in two sites in Queens, NY. The candidate will ensure programs are fully operational by August 1, 2026 and can run independently after the contract period. All work will be under the supervision and guidance of the Executive Director.

Compensation: $40-$50 per hour, paid biweekly. Duration: 6 months from the date of contract signing. 

Responsibilities:

1.SACC Application

  • Lead the SACC licensing process — including completing the OCFS orientation to unlock FAMS access, compiling and organizing all required documentation, submitting the FAMS application, responding to DOHMH review requests, coordinating the site inspection, and following through until the license is issued for each site.

2.Program Systems Setup

  • Support finalization of program schedules, offerings, and staffing flow across all sites in collaboration with site partners and leadership.
  • Support site readiness in alignment with SACC requirements (space, staffing ratios, safety, supervision).
  • Set up unified tracking for enrollment, attendance, and ROP aligned with the DYCD Connect/PTS.
  • Lead DYCD Connect setup, MFA activation, and workflow testing with staff.
  • Review, develop, and align SOPs for program operations and compliance across all sites.
  • Develop an internal tracking system to monitor enrollment, attendance, and ROP trends across all sites for leadership review.

3.Staffing Support & Training

  • Participate in hiring interviews to assess operational fit for all program staff — Program Directors, Content/Activity Specialists, or Group Leaders.
  • Lead onboarding and training of hired staff on systems, program operations, reporting, and compliance.
  • Conduct weekly or biweekly check-ins with program staff to identify gaps in systems, compliance, or staffing and resolving them.
  • Establish a staff feedback system for Program Directors to report weekly operational issues, attendance challenges, and implementation gaps.

4.Compliance Documentation

  • Develop and maintain a Compliance Calendar covering daily, weekly, monthly, and annual program deadlines, including attendance entry (DYCD Connect/PTS), ROP tracking and reporting, report submissions, invoicing, staff certification renewals, and SACC and insurance renewal timelines.
  • Develop required program forms or templates for student enrollment, daily operations, incident reporting, and family engagement, ensuring consistent use across all sites.
  • Ensure all staff clearances and certifications are documented and on file before any staff member works with children — including background checks, SCR clearances, fingerprinting, OCFS 6000 Clearance Packets, CPR, First Aid, and mandated reporter certification.

5.Launch (launch date August 1, 2026)

  • Prepare launch readiness checklist across all sites by July 25 — confirming staff are hired and cleared, systems are live and tested, SACC license is active, spaces meet Part 414 requirements, and all documentation is audit-ready before the first day of programming.
  • Lead orientation week in August — staff roles confirmed, daily schedules running, DYCD Connect entries live, and attendance being tracked from Day 1.
  • Support transition to full school-year programming starting September 8 — confirming all content areas are running, staffing ratios are maintained, and daily operations are consistent across all sites.
  • Monitor DYCD required ROP and flag programs not meeting performance targets

Expected Outcomes (By August 30, 2026)

  • SACC applications submitted for all sites and progressing toward approval.
  • All staff clearances, certifications, and OCFS 6000 packets on file and audit-ready for every staff member working with children.
  • Unified system implemented across all sites for enrollment, attendance, ROP, and reporting.
  • DYCD Connect is fully operational and consistently used by staff.
  • Compliance calendar active and all reporting deadlines are met.
  • SOPs established and guiding daily program operations across all sites.
  • Staff trained and independently managing programs and operations.
  • Programs fully operational by August 1, 2026
  • Clear internal ownership of systems and compliance established.
  • Programs across all sites positioned to run independently with consistent participation and compliance targets met.

Required Qualifications

  • Experience running DYCD COMPASS and/or SONYC programs
  • Minimum 2+ years in program operations, program launch, or multi-site management
  • Proven experience building programs, systems, or initiatives from the ground up
  • Strong understanding of compliance-driven environments (DYCD, SACC, DOE, or similar)
  • Strong project management and execution skills
  • Experience with systems such as Asana, Airtable, Google Workspace, DYCD Connect
  • Experience with enrollment strategy and youth program recruitment
