The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning.
A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers,
construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.
The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.
The mission of the Environment, Health, Safety and Security (EHS&S) Division is to minimize risks, assure compliance with regulatory standards, and promote a culture of safety, health, and environmental stewardship.
EHS&S focuses on reducing environmental impact, promoting employee health, preventing workplace incidents, and safeguarding physical and information security. Core functions include risk assessment, safety training, environmental stewardship, health monitoring, emergency preparedness, and implementing security measures. EHS&S fosters a culture of safety, maintainability, and continuous improvement, ensuring operational efficiency, regulatory compliance, and long-term organizational resilience.

Responsibilities:
The Protective Force (PF) Captain position is directly responsible for implementing and maintaining policies, training and the performance of the Pacific Northwest National Laboratory (PNNL) PF Program in support of PNNL’s PF Program Manager. The incumbent will work independently to provide support activities for all elements of the PF Program by providing programmatic, technical, and operational oversight of PF Program elements, including the staffing, and support for the Security Operations Center (SOC) and technical expertise relating to policy development, records management, and investigations. The incumbent will act as the PF Program Manager when delegated. This position requires the incumbent to conduct detailed and thorough analyses and assessments, have a comprehensive understanding of applicable Department of Energy (DOE) orders, Contractor Federal Regulations (CFR) and policies, and a detailed understanding and knowledge of all aspects pertaining to the PF Program.
Key areas of responsibility include:
- Directs, establishes, and maintains the assigned programs and program resources for the PF Program, as well as leading staff as necessary in fulfilling program responsibilities.
- The development and support of a variety of Protective Force Program elements.
- Programmatic oversight of the PF training program; policy compliance and development, records, and reporting.
- Programmatic oversight of the PF performance testing, assessments, and corrective actions; policy compliance and development, tracking, and implementation.
- Technical expertise of all PF areas of performance; communications systems (phone, radio, emergency call stations, mass communications system), alarm monitoring (associated systems) and response, access control, computer-aided dispatch, and camera systems.
- The incumbent is expected to qualify and maintain proficiency as a PF Security Officer (SO) and may be on-call to support staffing and PF emergencies.
Qualifications:
- BS/BA and 7 years of relevant experience -OR-
- MS/MA or higher and 5 years of relevant experience -OR-
- AA and 16 years of relevant experience -OR-
- HS/GED and 18 years of relevant experience
- Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.
- Three years of direct PNNL SO experience.
- Degree in Criminal Justice/Security field.
- Military and or Law Enforcement experience.
- Current Q clearance.
- The incumbent must also be able to work in stressful situations requiring a high level of organizational skills.
- Incumbent must have strong written and verbal communication skills with a working knowledge of various sponsor, governmental, and Laboratory procedures and requirements.
Hazardous Working Conditions/Environment:
- Must be able to obtain and maintain a DOE Q security clearance (access authorization) and may need to qualify for additional access authorizations.
- The PF operates 24 hours a day, seven days a week, 365 days a year. Applicants must be willing and able to work rotating and flexible shifts, during all hours of operation, as well as providing absence coverage outside of normal shift routines.
Additional Information:
This position requires the ability to obtain and maintain a federal security clearance.
A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct.

- Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
- Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.
This position requires the following:
- Valid state-issued driver’s license
- Applicants must possess mental, sensory, and motor skills, and be medically fit, as required to safely and effectively perform all normal and emergency response job duties.
- Must be able to pass a pre-employment (and biennially thereafter) physical and psychological exam per 10 Code of Federal Regulation part 1046.
- This position also requires applicants to be able to perform and pass the DOE and PNNL Protective Forces Training Program.
Testing Designated Position (TDP):
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
