The Vice President of Project Management is a key leader responsible for project governance and strategic project delivery. They hold overall responsibility for establishing the enterprise-level project management framework, managing the project portfolio, and executing major projects. By implementing efficient, standardized project management mechanisms, the role drives the high-quality realization of corporate strategies, product goals, and business objectives, ensuring that critical projects are delivered on schedule, within budget, and achieve their intended business value.
**Key Responsibilities**
**I. Project Management Strategy and Framework Development**
Formulate the company's overall project management strategy and development roadmap;
Establish an enterprise-level Project Management Office (PMO) and governance framework;
Develop standardized project lifecycle management processes and methodologies;
Drive the continuous optimization of project management tools, processes, and systems.
**II. Project Portfolio and Resource Management**
Oversee the management of the company's project portfolio;
Evaluate project priorities and strategic alignment;
Optimize resource allocation and budget utilization efficiency;
Ensure project investments align with business objectives.
**III. Major Project Execution and Delivery**
Lead major company-wide projects (e.g., digital transformation, system upgrades, new business launches);
Establish mechanisms for project milestones, stage-gate reviews, and delivery;
Drive project completion on schedule, within budget, and to quality standards;
Resolve critical issues and risks arising during project execution.
**IV. Cross-functional Collaboration and Execution Drive**
Coordinate resources across departments such as Product, R&D, Operations, Marketing, and Finance;
Facilitate cross-departmental goal alignment and efficient collaboration;
Establish mechanisms for project communication, decision-making, and issue escalation;
Enhance the organization's overall execution efficiency.
**V. Project Performance and Operational Analysis**
Establish project KPIs and performance assessment systems;
Monitor project progress, costs, quality, and resource utilization;
Conduct project post-mortems and drive continuous improvement;
Regularly report project status and operational impact to the CEO or executive team.
**VI. Project Management Capability Building**
Lead the PMO and project management teams;
Develop competency models and talent pipelines for project managers;
Promote professional methodologies and certification systems (e.g., PMP, Agile);
Cultivate a results-oriented project culture characterized by high execution capability.
**VII. Risk and Compliance Management**
Establish mechanisms for project risk identification and early warning;
Manage risks related to budgets, contracts, delivery, and operations;
Ensure project execution complies with company policies and industry standards;
Safeguard the company's brand reputation and maintain customer trust. Qualifications
Education
Bachelor’s degree or higher in Project Management, Engineering Management, Business Administration, or a related field;
PMP, PgMP, or relevant project management certifications preferred;
MBA preferred.
Work Experience
Over 20 years of experience in project management or comprehensive operations management;
At least 15 years of experience managing large-scale, complex projects or a PMO;
Proven track record of successfully delivering cross-departmental and cross-regional projects;
Experience with digital transformation or enterprise-level project management preferred.
